HPECycle standard pallets and the PPWR

EU Declaration of Conformity in accordance with REGULATION (EU) 2025/40 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 19 December 2024 on packaging and packaging waste, amending Regulation (EU) 2019/1020 and Directive (EU) 2019/904 and repealing Directive 94/62/EC [PPWR]

HPECycle standard pallets, HPECycle HC pallets and HPECycle CP pallets are designed to meet the requirements of the European Packaging and Packaging Waste Regulation (PPWR) for reusable transport packaging.

PPWR compliance of the pallets

HPECycle standard pallets meet the relevant packaging requirements according to Articles 5–12 PPWR. This conformity is documented by the EU declarations of conformity according to Article 39 PPWR.

Companies that ship goods on HPECycle standard pallets can provide their customers with the corresponding EU declarations of conformity. This allows for transparent documentation of the PPWR compliance of the pallets used within the supply chain.

Reuse in the open pallet pool

A key advantage of HPECycle standard pallets is their consistent focus on reuse. The pallets circulate in an open HPECycle pallet pool and can be used, exchanged, inspected, and repaired as needed over many cycles.

The open HPECycle pallet pool meets the requirements for open reuse systems without a system operator according to Annex VI Part A of the PPWR and therefore constitutes a reuse system within the meaning of Articles 26, 27 and 29 PPWR.

For companies, this means that by using HPECycle standard pallets and participating in the open pallet pool, they can support their reuse obligations and contribute to achieving the reuse targets relevant to them in accordance with Article 29 PPWR.

Documentation and further information

The EU declarations of conformity for HPECycle standard pallets serve as proof of the relevant PPWR requirements and can be passed on along the supply chain.

This PPWR Declaration of Conformity applies to all models of HPECycle-HC pallets according to the Technical Specifications.

This PPWR Declaration of Conformity applies to all models of HPECycle CP pallets according to the Technical Specifications.

Use of the HPECycle compliance documentation

Companies that use HPECycle standard pallets for transport, storage, exchange or transfer of goods may use the associated EU declarations of conformity in accordance with Art. 39 PPWR within their business and supply processes and pass them on to business partners or customers.

This allows companies to document the relevant properties and PPWR compliance of the HPECycle standard pallets used to their partners in the supply chain.

Manufacturers and repair shops

Separate requirements apply to companies that manufacture or repair HPECycle standard pallets. The use and distribution of EU declarations of conformity pursuant to Article 39 PPWR is only permitted if the company in question holds a valid HPECycle license and corresponding authorization.

This ensures that the HPECycle compliance documentation is used exclusively for pallets that have been manufactured or repaired according to the established HPECycle standards.
